Engineering Construction Forum
The "Changing to Compete" Review of Productivity and Skills in UK Engineering Construction (December 2009) was established by Lord Mandleson and John Denham against a backdrop of concern among clients and UK engineering construction contractors of under-performance in the industry. It was recommended that the Review should consider the productivity, skills and employment relations issues bearing on the overall competetiveness of UK companies in tendering for projects on large construction sites.

The Review recommended that a Forum be established of clients, contractors, trade unions, the NJC (National Joint Council) and the ECITB (Engineering Construction Industry Training Board) to catalyse action and promote change. Ian Marchant, CEO of Scottish & Southern Energy, was nominated to Chair the Engineering Construction Forum (ECF).

The Forum’s terms of reference are as follows:
- to oversee the implementation of the Review’s recommendations;
- to identify other barriers to progress and further actions that may be necessary;
- to set out a practical and comprehensive plan to improve skills and productivity in the industry;
- to secure buy-in to action from clients, contractors and trade unions;
- to report periodically on progress
In line with the Review's recommended time frame the ECF has scheduled four meetings in 2010 and one in 2011. Minutes of ECF meetings to date can be downloaded here:
